The important purpose of modern warfare (according to the principles of doublethink, the guiding minds within the core party both acknowledge and deny this) is to exhaust the products of machinery without raising the general standard of living.
If everyone can enjoy leisure and security in life, the vast majority of people who were originally ignorant due to poverty will learn culture and think independently; once they do this, they will eventually realize that the privileged minority is useless, and they will sweep them away. In the long run, a hierarchical society can only exist on the basis of poverty and ignorance.
